ESS is designed to send notification emails to Managers when there are Leave Application or Profile Changes they need to review. Likewise, Member roles will receive emails when their Applications or Changes have been approved or declined. This allows the user to know when Applications or Changes have been submitted and when the status changes. This is the default for any Manager or Member role.
If you have a user who needs to see Leave Balances and Applications for all employees but not the notification emails, you could assign them an Administrator role. The Administrator role(s) don't receive email notifications and they have access to all users in ESS not just those in the Teams they are assigned to.
You can limit what this Administrator Role can access by duplicating the role and updating permissions. Setting the permissions to deny, however they will have View access at a minimum to Name under Personal Information. If the Administrator role doesn't have access to employees' Leave, they can use Leave Reports from the Team Directory for Leave Balances and Applications.
