The Cost Account Structure is defined as part of the implementation process when you create a new database. Once created, the structure is locked and cannot be changed.
If you need to update your Cost Account Structure in General Parameters (Payroll, Maintenance, General), you will need to raise a case online and request Consulting Services (billable service).
